Recommended service area limits. <br /> <br />Several events have occurred, or will soon occur, which have prompted preparation of a Master <br />Plan at this time. Previous master plans for the Town have emphasized the need for Morrison <br />to construct more raw water storage to meet peak municipal water demands during dry periods <br />and to accommodate growth. Morrison's decreed augmentation plan requires it to make a <br />permanent election by the year 2000 whether to store or directly use water from 3'/. shares of the <br />Warrior Ditch. Morrison has entered in an agreement with Cooley to develop 500 acre-feet of <br />raw water storage by July 1, 2000. Cooley's gravel pit, located two miles south of Morrison, is <br />proposed for conversion into a water storage reservoir for use by Morrison, Cooley, and others <br />needing water. This reservoir is referred in this report as the "Cooley Reservoir." This master <br />plan assumes the inclusion of the proposed Cooley Reservoir into the Morrison water system, <br />and builds upon the previous master plan reports prepared by McLaughlin Water Engineers in <br />May 1983(9), and Wright-McLaughlin Engineers in July 1971(') and November 1978('). <br /> <br />BACKGROUND <br /> <br />In the early 1970's, Morrison's water system represented an overall disastrous situation, being <br />essentially deficient in all facets, i.e.: <br /> <br />. The Town's water rights would support only limited legal diversions during dry summer <br /> <br />months; <br /> <br />. There was no raw water storage; <br /> <br />.
