This flow is returned to the river just above <br />the canyon mouth. CBT and/or Windy Gap water is delivered (as requested by <br />the City) to the Green Ridge Glade storage reservoir through the Feeder <br />Canal. <br /> <br />It is important to note that the Loveland Pipeline is located upstream from <br />all irrigation ditches on the Big Thompson River except the Home Supply and <br />Handy Ditches. Dille Tunnel, which acts as the intake channel to the Green <br />Ridge Glade facility, is located upstream from all ditches. Under Colorado <br />water law, one can change the location of the point of diversion of river <br />water if he/she does not injure other water users. It was necessary for <br />the City to obtain regulatory permission to change the point of diversion <br />for the water the City owns in certain ditches in order to make available <br />that water for use in the City system. This permission was obtained in the <br />form of a "Transfer Decree" granted in Vater Court in 1985 (Vater Case <br />Number 82-CW-202A). The Transfer Decree imposes specific constraints on <br />the quantity and volume of water and the timing of diversions that may be <br />taken by the City. The specific constraints are described later in this <br />section. <br /> <br />8.1 METHODOLOGY <br /> <br />Tasks 2 through 4 produced a 1,OOO-year synthetic native streamflow record <br />for the Big Thompson River and a concurrent synthetic record of inflow to <br />the and Windy Gap CBT Projects. <br /> <br />To estimate the supply available to the City from Big Thompson sources <br />requires that streamflow in any given month be allocated among the <br />competing water users in order of priority. <br /> <br />I <br />I <br /> <br />The maximum water available to all owners of Big Thompson wa ter righ ts is <br />the actual flow in the river. The actual volume of water available to any <br />individual user is dependent on (1) the actual flow in the river and (2) <br />the seniority of the individual/s water rights.
