The City's direct-flow rights and ownership in other ditch water
are summarized in Table 8-1. Under Colorado water law, direct-flow and
storage rights permit the owners of such rights to withdraw water from the
river as available in order of priority. If senior water rights use or
"call" the entire streamflow, then junior priorities are not entitled to
withdraw water.

The City withdraws water under its own direct flow water rights through the
Loveland Pipeline which is located on the Big Thompson near the mouth of
the canyon. The pipeline feeds water directly to the Loveland Vater
Treatment Plant. Figure 2-1 illustrated the location of the pipeline and
City storage reservoir (Green Ridge Glade) relative to other important
conveyance facilities, Figure 8-1 presents a line diagram of the Big
Thompson River and associated irrigation ditches.

Presently, water can only be diverted into the City'S existing storage
reservoir via the Charles Hansen Feeder Canal. The Charles Hansen Feeder
Canal is operated by the NCVCD and USBR and is part of the CBT system. It
carries water north from Flatiron and Carter Lakes (CBT storage reservoirs
to the south) to Horsetooth Reservoir west of Fort Collins for delivery to
CBT shareholders in the Cache La Poudre basin. Vater can also be diverted
from the Big Thompson River into the Feeder Canal through the Dille Tunnel.
The Dille Tunnel is used to divert streamflow to the Big Thompson

8-1
