EXECUTIVE SUMMARY

PURPOSE

The City of Loveland, Vater/Vastewater Department retained Camp Dresser &
McKee Inc. (CDM) to conduct an analysis of the ability of the City's water
supply sources to deliver water during selected drought conditions. This
drought analysis was conducted as the first phase of a three-phase water
supply study which (1) assesses drought impacts on the City's water supply
system and recommends a drought protection level, (2) identifies and
quantifies potential alternatives to mitigate drought impacts, and
describes the type(s), size(s), location(s) and implementation schedule(s)
for the recommended alternative, and (3) conducts a feasibility study for
the CVCB of the recommended drought mitigation alternative.

METHODOLOGY

Vater Availability - The City's raw water sources include the following:

1. Big Thompson River direct-flow water rights.

2. Ownership in a number of private irrigation ditch and reservoir
companies.

3. Ownership of Colorado-Big Thompson Project (CBT) units.

4. Ownership of Vindy Gap Project (VGP) units.

Both the CBT and Vindy Gap projects derive their supply from streams in the
Upper Colorado River Basin. Conveyance facilities (e.g., Adams Tunnel,
Dille Tunnel, Charles Hansen Feeder Canal, etc.) are operated and
maintained by the Northern Colorado Vater Conservancy District (NCVCD) and
Municipal Subdistrict of the NCVCD (MS-NCVCD) in partnership with the
