<br />~ <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Loveland retained Camp Dresser and McKee (COM) to undertake a 3-phase study <br />to (1) examine potential drought impacts; (2) analyze alternatives to <br />mitigate drought impacts; and (3) conduct a feasibility study, if <br />appropriate, consistent with Colorado Itater Conservation Board (CltCB) <br />guidelines for obtaining financial assistance. Partial funding to conduct <br />this study was obtained from the CVCB. COM has been assisted in this work <br />, particularly in the area of water rights issues, by the firm of Jehn and <br />Itood (JY), <br /> <br />1,1,1 Phase I - Drought Study <br /> <br />The purpose of the Phase I effort is to answer the following questions: <br /> <br />1. Ithat water demands can be expected as a result of population <br />growth in each of the design years? <br /> <br />2. Ithat supply of water can be expected from the City's existing <br />water sources for certain drought events under specific design <br />years (e.g. 1985, 2000 and 2015)? <br /> <br />3, Ithat deficits (i.e., shortage of water due to demand exceeding <br />supply) might occur for given drought events during the design <br />years of 1985, 2000 and 2015? <br /> <br />4. Ithat level of drought protection should the City plan/design for <br />in the future? <br /> <br />If the answers to these questions indicate that drought protection measures <br />are necessary, then identification of the best drought mitigation <br />alternative will be addressed in Phases II and III of the study. <br /> <br />1.1.2 Phase II - Evaluation of Alternatives <br /> <br />The second phase of the study will assess, in detail, applicable <br />alternatives with respect to economics, social and environmental impact, <br />political constraints, and design/construction constraints. It should be <br />noted that the principal constraint that will affect each alternative is <br />the quantity of water required. The extent and scope of Phase II will be <br /> <br />1-2 <br />
