<br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />o The projected demand in the year 2015 moderate growth scenario for a <br />100-year drought can be met by increasing total storage capacity to <br />11,000 ac-ft. <br /> <br />o It is possible to eliminate deficits for the 2015 moderate scenario <br />without increasing total storage capacity by acquiring additional <br />CDT, Yindy Gap, and ditch company and/or direct-flow ownership. <br /> <br />RECOMMENDATIONS <br /> <br />I <br /> <br />A basic assumption underlying this study is that the use of CDT facilities <br />(e.g., Adams Tunnel, Dille Tunnel and Charles Hansen Feeder Canal) to <br />transport water to the City's Green Ridge Glade storage facility will allow <br />diversions of ditch water owned by the City on an as-needed basis, If <br />transmission capacity limitations restrict the ability of the City to <br />divert this City-owned ditch water during the June through October period <br />when this water is available then the ability of the City to meet demands <br />may be impaired, <br /> <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />COM recommends that the City provide drought protection for the 100-year <br />drought recurrence interval. This recommendation may be revised if the <br />evaluations to be completed in Phase II concerning cost-effectiveness and <br />social/environmental impacts of the various drought mitigation alternatives <br />indicate that such revision is appropriate. <br /> <br />COM therefore recommends that the Phase II study include the following: <br /> <br />1. An assessment of the potential impacts on the yield analyses <br />conducted in Phase I of limitations in transmission capacity of CDT <br />conveyance facilities during periods of high demand and/or severe <br />droughts. <br /> <br />2. Evaluation of the operational benefits that may be realized from <br />construction of additional storage capacity. <br /> <br />3. Consideration of increasing the total storage capacity at Green <br />Ridge Glade to a minimum of 2,000 ac-ft in order to provide a <br />reserve against temporary disruption of CBT conveyance facilities; <br />this amount should enable the City to meet its base demand (i.e., <br />winter rate of 1,063 ac-ft per month) for a two month period. <br /> <br />v <br />
