November 24-25, 1m, Board Meeting- <br />Chatfield South Water District <br /> <br /> <br /> <br />Recommendation of a Construction Fund Authorization in amount of <br />$500,000 to purchase water rights. <br /> <br />BACKGROUND <br /> <br />The Chatfield South Water District is a newly formed Special District with the purpose of <br />constructing and operating a domestic water system in the area south of Chatfield Reservoir. The <br />District, located in Douglas County, has applied for a Construction Fund Authorization to <br />purchase the water rights to supply the new system. They are requesting a $500,000 <br />Authorization from the Construction Fund, approximately 75 % of the estimated total cost of <br />$650,000. The entire project, including the water, will have a cost of approximately $1.95 <br />million. The District boundaries and service area are shown on the attached map. <br /> <br />The District wants to acquire the water rights and construct the domestic water system because <br />wells in the area are going dry. New wells cost as much as $20,000, produce as little as 5 GMP, <br />and can not be relied upon to last more than a few years. The aquifers in the area of Chatfield <br />South are thin, and water levels have dropped significantly over the past 20 years. Without a <br />reliable water system, many of the residents look forward to hauling water for domestic needs. <br /> <br />District Board member Joseph Rottman PE, has completed a draft feasibility study of the <br />proposed project. Patrick Mulhern PE has completed a reconnaissance level engineering <br />evaluation, and a cost estimate. A Service Plan for the District has been adopted by the court, <br />and was approved by the voters November 4, 1997. <br />
