Without making excuses, I will tell <br />you that we are seriously short of staff within the .Construction Fund Section at this time, <br />and even top priority projects such as yours have been set back. <br /> <br />We are reorganizing the Construction Fund Section, with the goal of providing better <br />service on loan contracting. In spite of this, it may take another three to six months before <br />we are fully staffed to handle the increased workload. For this reason we have asked Mr. <br />Frank Akers to return on temporary assignment to handle our contracting backlog. Frank <br />will concentrate on your contract with the goal of having it drafted and to you for signature <br />by December 10th. Once received back from you, Frank will walk the contract through the <br />State system with the goal of completing the routing by January 1, 1994, which is our earliest <br />estimate for funds availability. <br /> <br />I regret that we were not able to have emergency funds available to you by October <br />1, 1993.
