<br /> <br />COLORADO WATER i <br />CONS~:R'JAT!O~1 BOARD <br /> <br />APPENDIX A <br /> <br />SCOPE OF HORl< <br /> <br />FEASIBILITY STUDY <br />for <br />SUH:lI':' RESERVOIR HIPROVEHENTS <br /> <br />PREPARED FOR <br /> <br />COLORADO WATER CONSERVATION BOARD <br /> <br />Introduc::ion <br /> <br />The Summit Irrigation Company owns and operates a system of <br />three reservoirs and associated diversion canals and delivery <br />canals. Summit Reservoir is the main component of the system <br />providing about 5900 acre-feet (hF) of water storage. <br /> <br />Summit Reservoir was originally built in the late 1910's then <br />enlarged in 1938 to its present capacity. The Colorado State <br />Engineer has inspected the dam periodically, with the last inspec- <br />tion occurring in Spring 1963. <br /> <br />The Spring 1983 inspection reconf.~ ~med the recommendations <br />made previously, which are: <br /> <br />1. Remove brush and other growth along the dam. <br /> <br />2. Proper abandonmen:: of the outlet which is not used. <br /> <br />3. Establish exact crest contour to confirm available freeboard. <br /> <br />4. Placement of station m~rkers along daQ. <br /> <br />5. Identify active seepage areas then provide drains, filters, <br />or other corrective actio~. <br /> <br />6. Develop a regular program for inspection and monitoring of <br />the dam. <br /> <br />The condition of the south di~e, forming the reservoir, is <br />especially bad. The State ~ngineer has said that the reser~oir <br />level will be restricted to a depth three feet less than current <br />levels, if repairs are not made to the south dike. <br /> <br />The work described in this Exhibit involves preparation of a <br />feasibility report that v;ill address the costs and ~enefits <br />associated with impro'lements to Summit Reservoir Dam. Specifi- <br />cally: designs and costs to implement items 3, 5, and 6 will be <br />prepared; the adequacy of water rights w~ll be investigated; the <br />lands will be analyzed to determ~ne repayment ability and benefits; <br />a program for financing the repairs ~ill be formulated; the abil- <br />ity of the company to pay for the repairs will be shown; and a <br />feasibility report prepared.
