<br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />J <br />I <br />I <br />I <br /> <br />EXECUTIvE SUMMARY <br /> <br />The Windsor Reservoir and Canal Company owns six water storage reservoirs and over 25 miles of raw <br />water supply ditches located in Larimer and Weld Counties in Colorado, The purpose and use of their <br />facilities is to store and supply irrigation water for agricultural purposes, Many of the structures in their <br />system have been in service since the late 1800's and many of these structures are in disrepair. <br /> <br />The Company has decided to investigate the condition of several of the structures and canals in their <br />system to determine if rehabilitation or repair is necessary. The structures and ditches investigated and <br />determined to require repair and the proposed order of repair is as follows, <br /> <br />1. Poudre Valley Canal Sections 1 and 2 <br />2 Cobb Lake Outlet Pipeline <br />3, Cobb Lake Outlet Conduit <br />4. Cobb Lake lnlet Structure <br />5, Reservoir # 8 and Annex #8 Outlet Conduits <br />6, Elder Reservoir Outlet Conduit <br /> <br />The Poudre Valley Canal has two sections that have leakage problems that the Company desires to <br />repair. The first section is adjacent to the property owned by Billy Porter and is between the two section <br />lined in 1994, The second section is through the Holnam Cement Plant. The first section can be <br />repaired by flatting the ditch embankment and placing a PVC liner. The section through the cement <br />plant will require placing the ditch in concrete pipe due to the rock and lack of adequate right-of-way in <br />this section, A portion of ditch will be regraded and lined with a PVC liner. <br /> <br />The outlet pipeline below Cobb Lake is approximately 2000 feet in length and is in poor condition, The <br />pipeline was constructed of concrete pipe that did not have bell and spigot ends and the joints are <br />severely eroded, The grout that was placed in the joints to seal the pipe has fallen out and the pipe sucks <br />soil out of the fill surrounding the pipe, It is recommended that the pipe be removed and replaced, <br /> <br />I <br />I <br />I <br />I <br /> <br />The outlet conduit through the dam embankment at Cobb Lake is assumed to be at least 90 years old, <br />There is no record of the outlet being replaced and no record of any inspections of the outlet. It has <br />been assumed that the pipe and structures are in disrepair and it is recommended they be replaced with a <br />concrete outlet pipe and new concrete control structllres and gates, <br /> <br />The Cobb Lake Inlet Structure is a massive concrete drop structure that directs the flow into Cobb Lake <br />from the Poudre Valley CanaL This structure is in imminent danger of collapsing which would make it <br />impossible to fill the reservoir without major erosion occurring at the end of the canaL It is recom- <br />mended that this structure be replaced, <br /> <br />~ <br /> <br />The Reservoir No 8 outlet conduit is a wood stave pipe and is believed to be the original outlet placed <br />when the dam was constructed near the turn of the century, The pipe is somewhat in disrepair and the <br />floor of the pipe is heaving, The outlet pipe on No, 8 Annex was not inspected but is assumed to be in <br />similar condition, It is recommended that the outlet conduit in NO.8 be removed and replaced with a <br />concrete pipe and new concrete control structures and gates. Since No. 8 Annex is only an equalizer <br />and the outlet pipe does not penetrate the dam embankment, it is recommended this outlet be lined with <br />a liner pipe, <br /> <br />L <br /> <br />~ <br /> <br />~ <br />
