<br />PROJEC, FORMULATION <br /> <br />The Sedgwick-Sand Draws Watershed Work Plan has been formulated to meet' <br />the obJectives desired by the local sponsors which can be developed <br />within the provisions of the P.l. 566 program. The land treatment and <br />structural measures selected for inclusion in the proJect are those that <br />provide most of the project objectives at the lowest annual cost. The <br />final determination of the combination of measures to be included in the <br />plan was' made by the Sponsors and the Service. <br /> <br />Discussions with Irrigation District personnel, farmers and proJect <br />sponsors indicated that their primary obJective is to reduce the fre- <br />quency and magnitude of flooding damage to the Highline Canal, Settlers <br />and Petersen Ditches, and the lands below. Reducing flooding will <br />lower: (1) frequency of cahal service interruption by overtopping and <br />breakage of canal banks, (2) erosion, debris and sediment damages to <br />crops, land, irrigation systems, wildlife habitat, roads, bridges, <br />railroad, farmsteads, and to residences and businesses of Ovid, Colorado; <br />and (3) potential for loss of life. This would provide an opportunity <br />for more intensive land use, reduce operation and maintenance costs and <br />assist in development and stabilization of the economy of the area. <br /> <br />A reconnaissance of the recreational and wildlife conditions and poten- <br />tials of the watershed was made by the U.S. Fish and Wildl ife Service in <br />cooperation with the Colorado Division of Wildlife and the Soil Conserva- <br />tion Service. State Foresters from Colorado and Nebraska examined the <br />-.wa-te-F-s-hed .:Ire;] t..o-dctcrmine-i-t---s-----eend-itioh and till:: 1I~t:d rur dt,;ct:lt:1 dled <br />treatment during the installation period. <br /> <br />Consideration was given to other water resource plans for this watershed <br />and the adJacent area to assure that the elements of the plan will be <br />compatible with, full development of the region as anticipated by river <br />basin studies. This watershed was not specifically delineated in the <br />Missouri River Basin Comprehensive Framework Study. Work 'Plan data will <br />be used in the Western U:S. Water Plan Study and the Colorado State <br />Water Plan. <br /> <br />" <br /> <br />As a result of a meeting to review the Preliminary Investigation Report <br />held April 8, 1968 and ensuing activities by proJect sponsors, the <br />Sedgwick-Sand Draws Watershed Conservancy District was decreed June 24,- <br />1969.
