Re: Contract No. C153368, Cache la Poudre Project

Dear Mr. Green:

Following recent discussion with your staff and with the
Advisory Committee for the cache la Poudre Project, the
following is our understanding on several changes to the scope
of study:

1 - Tudor is to consider potential development facilities
on only the mainstem of the Cache la Poudre, the
'South Fork of the Cache la poudre and the North Fork
of the Cache la Poudre. This precludes study of any
other tributary or off-stream storage sites such as
enlargement of Horsetooth Reservoir and development
of the so-called Owl Canyon Reservoir site north of
Teds Place.

2 - Tudor will not be restricted from study of potential
development facilities within the boundaries of exist-
ing or proposed wilderness areas, wild and scenic
rivers or other areas of restricted use.

3 - Tudor will not be required to do any assessment of the
public acceptaoility of potential development facilities,
thereby excludinq Activities 10c and 12 d from the scope
of services and plan of study.

4 - Tudor will be requested to prepare an estimate of the
cost of continued activities associated with continuation
of a project through development; including feasibility
studies, preliminary and final designs, and construction
management.
