WHEREAS. required a['lrro~..nce ..nd coordination has been ilccomplished from and with appropriate
agencies: and

WHEREAS. a contract was entered into on September 15. 1986.
between the Stete and the Contractor (hereinafter the "Original
Contractll) for the San Miguel Project Feasibility Study: and

WHEREAS. a contract amendment was SUbsequently entered into
on April 25, 1988, between the State and the Contractor
(hereinafter the ~amended contract"); and

WHEREAS. the amended contract increased the fee for Phase I
of the study ahd also extended the date of completion: and

WHEREAS. the amended contract was further amended pursuant
to paragraph 12, of the Original Contract by a May 13, 1988,
letter of agreement between the State and the Contractor
(Attachment A). which letter of agreement was completely
superseded by the second contract amendment; and

WHEREAS. the Original Contract was amended for the second
time on July 18, 1988, to extend the scope of the study and to
change the time of completion and the Contractor's remuneration
for conducting additional" analyses; and

WHER~AS. the Original Contract was amended for the third
time on August 15. 1989, to further extend the scope of the
study and to increase the time of completion and the
Contractor's remuneration for conducting the additional work;
and

WHEREAS. it is now necessary to amend the contract again to
further analyze and evaluate information for the project; and

WHEREAS, it is agreed by the State that such further
analysis and evaluation are necessary; and

WHEREAS. b~cause of the further analysis and evaluation. it
is necessary to increase the Contractor's remuneration and to
extend the tim~ for completion of the work as described in the
new Plan of StUdy dated November 15. 1989,

NOW THEREFORE, it is agreed that:

1. Consid~ration for this amendment to the Original
Contract. Conttact Encumbrance Number Cl53472. Contract Routing
Number 87096, 4ated September 15, 1986. consists of the
payments which shall be made pursuant to this amendment and the
promises and agreements herein set forth.

2. This Contract Amendment #4 is supplemental to the
Original Contract (Appendix A). to the first Contract Amendment
(Attachment B). to the second Contract Amendment (Document A).
and to the thitd Contract Amendment (Enclosure A), which are by
this reference incorporated and made a part of hereof. All
