No sienificant, visual changes in the strucmral integrity of the dam were observed. Hoever, the inspection
report aeain rei[erates several maintenance items that must be perfortned as a condition for continued storage at the
restricted levei. Monitoring of seepage and the pie2ometers is perhaps the most crucial item aimed toaard better
understanding the dam's performance and identifing developing problems before the safety of the dam becomes
jeopardized.
As requested in our recent telephone conversation,l would be more [han happy to meet with you znd the other
board members for a discussion of the issues and observed problems which direcdy effect the safeq of ihe dam.
However, since our [elephone conversation, I have spoke only with Bob Phillips to further my understanding of the
boards objectives for a mee[ing. During my conversation wi[h Bob Phillips 1 sensed [here was a misunderstanding of
the actual problems with the dam as described in my inspection reports and the long- term effects the problems pose.
I believe a meeting with the board should be arzanged as soon as possible to fully esplain the effects the seepage
problems pose, but suggest we wait until everyone has had the opportunity to review your enaineer's report. 1 also
suggest bo[h of your engineers be present to diswss any questions we may have relating to their imestigation and
evaluation of the seepage problems.
1 would appreciate your cooperation. (f you, the o[her board members, or our enineers have questions
rearding my inspection report, please call me.
Sincereh,

fleet.
