Under the terms of a contract executed between the <br /> <br /> <br />Federal Government and the District, the latter will repay reimburs- <br /> <br /> <br />able project costs and will be responsible for the operation and <br /> <br /> <br />maintenance of the Project. The District is also responsible for <br /> <br /> <br />negotiating water sales with individual water users and existing <br /> <br /> <br />irrigation companies. The operating expenses of the District are <br /> <br /> <br />being met by collecting ad ratorem taxes on property within its <br /> <br /> <br />boundaries. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />A. Climate <br /> <br />I <br /> <br />The project area lying between elevations 8,000 and 6,300 above <br /> <br /> <br />mean sea level (M.S.L.) is characterized by low precipitation, fairly <br /> <br /> <br />long, cold winters, and short, moderately warm summers.
