John Van Sciver CWCB October 25,2001 John, Here are the requested documents for the loan application for Silver Springs Trout Farm, Inc. There are a few extra documents that may be helpful. Here are a few points that I believe need to be clarified. There is no asphalt road around the raceways. I believe Ed Frazier made a comment regarding asphalt in a fax I read. I would like have an asphalt roadway around the raceways, but the expense has been prohibitive. Since the bids for the waterline work and the chain link fence alone go above the 50,000 dollars requested I am not providing a cost to put netting above the fenced enclosure. I have figured a cost ofless then 5,000 dollars to do this myself (Just a footnote, I saw a bid for the Finger Rock state hatchery to enclose the raceways of over 200,000 dollars.) The CDOW engineers can look us over all they want, but they are not the ultimate experts on whirling disease remediation for a trout farm. The proof is in the years of disease free operation after the remediation is complete and no one has more years of post remediation operation than Silver Springs Trout Farm. The CWCB is looking for guarantees for this process and there aren't any. The only security is for the loan to be backed up by real estate value. The CDOW spent over 2 million dollars at Durango and produce less fish then we do - where is the value there?
