Geological conditions are suitable
or construction of a dam of the size in'tended and adequate im.per-
vious £ill Material for construction of the riain body of the dam
is readily available. All free draining gravel and concrete
aqgregates will, however, have to be ir.tpored.
?9hile there is not suificient capacity in the reservoir to
provide for the ultimate nrojected industrial needs in the Yampa
valley, the reservoir would provide an inicial stage of develoqment
which could and should be integrated into other larger scale sorage
facilities cahich can be constructed as needs expand.
A comparison of coscs to benefits shows the nroject to be
feasible assuming demand for industrial and municipal water will
develon as anticipated. In fact, even with an appr.eciable reduction
in the market value of r & I water, the benefits to the area
resulting from the project would still greatly exceed the costs.
It is recor.imended that in view o` the ir.mportance of the project
to the valley and the various cormunities as a cahole, the following
efforts should be made to nrovide pro;ect financing:
1) Negotiations with potential industrial customers and
their consultants should continue, with eMOhasis placed on the
concept of Yamcolo as the first stage of a unitized caater development
plan for the Yampa Valley.
2) Continue any action necessary to obtain approval from the
Colorado State Legislature for financing under the Colorado i9ater
Conservation Board's revolvina f_und.
3) Steps should be imolemented leading to application for a
loan under the Small Reclamation Projects Act Public Law 984.
iv
