Geological conditions are suitable <br />�or construction of a dam of the size in'tended and adequate im.per- <br />vious £ill Material for construction of the riain body of the dam <br />is readily available. All free draining gravel and concrete <br />aqgregates will, however, have to be ir.tpor�ed. <br />?9hile there is not suificient capacity in the reservoir to <br />provide for the ultimate nrojected industrial needs in the Yampa <br />valley, the reservoir would provide an inicial stage of develoqment <br />which could and should be integrated into other larger scale s�orage <br />facilities cahich can be constructed as needs expand. <br />A comparison of coscs to benefits shows the nroject to be <br />feasible assuming demand for industrial and municipal water will <br />develon as anticipated. In fact, even with an appr.eciable reduction <br />in the market value of r� & I water, the benefits to the area <br />resulting from the project would still greatly exceed the costs. <br />It is recor.imended that in view o` the ir.mportance of the project <br />to the valley and the various cor�munities as a cahole, the following <br />efforts should be made to nrovide pro;ect financing: <br />1) Negotiations with potential industrial customers and <br />their consultants should continue, with eMOhasis placed on the <br />concept of Yamcolo as the first stage of a unitized caater development <br />plan for the Yampa Valley. <br />2) Continue any action necessary to obtain approval from the <br />Colorado State Legislature for financing under the Colorado i9ater <br />Conservation Board's revolvina f_und. <br />3) Steps should be imolemented leading to application for a <br />loan under the Small Reclamation Projects Act Public Law 984. <br />iv <br />
