the reservoir �vas included as a feature of the Toponas unit <br />of the Cliffs-Divide project and additional studies were <br />made by the Bureau in connection with preparation of the <br />Cliffs-Divide report. When it: became apparent that authori- <br />zation for the Cliffs-Divide project could not be obtained <br />within the foreseeable future, the ranchers in the area <br />appealed to the Colorado River i4ater Conservation District <br />for assistance in proceeding with the Yamcolo Reservoir. <br />New water right filings and additional foundation and site <br />investigations were made by this agency in 1963. Early in <br />1967 the Yamcolo Reservoir Company was formed as the sponsor- <br />inq organization for construction of the reservoir and Western <br />Engineers, Inc. of Grand Junction, Colorado cvere retained to <br />prepare feasibility data. From the time of the issuance of <br />the 1967 feasibility report to the present, work on the project <br />has been minor, consisting mainly of some foundation and soils <br />investigation, updating information, increasing reservoir <br />capacity and gathering supplemental data, and developing means <br />of sufficient financial support. Sponsorship has since been <br />assumed by the Upper Yampa i4ater Conservancy District. <br />There are not less than 23 ditches which divert water <br />directly £rom the Yampa River between the Yamcolo Reservoir <br />site and its confluence �aith Chimney Creek to serve anproxi- <br />mately 13,400 acres of irrigated land, some 2780 acr'es of <br />which are in the Egeria Creek drainaqe basin. All these <br />diversions will have some effect on storaqe and releases at <br />Ya�colo Reservoir. There zre also numberous diversions on <br />down the river, but these will have negligible effect on <br />Yamcolo operation because of irrigation return flows and <br />contributions from tributaries. The gaqiny station near Oak <br />Creek shows an averaqe annual flow o£ 60,230 acre-feet-- <br />approximately 1; times the total flow at the Yamcolo Reservoir <br />site before any diversions have been made. Thus stream addi- <br />tions more than make up for irrigation depletion through this <br />reach. <br />Prior direct ilow diversion rights from the Yampa River <br />above Chimney Rock Creek are listed in Table 11.
