1 <br />' <br />1 <br />' <br />' <br />' <br />' <br />' <br />' <br />' <br />' <br />' <br />t <br />�l <br />II - THE DISTRICT <br />t:=story of Organizatinn <br />The sponsor of the Yamcolo Reserv�ir project is the <br />L'pper Yampa �dater Conservancy District. The District was <br />formed in 1966 in accordance with the Articles of the <br />"tiJater Conservancy Act". As stated in the Conservancy Act, <br />the Upper Yampa District was formed for conserving, develop- <br />ing and stabilizing supplies of water for domestic, irriga- <br />tion, power, manufacturing and other beneficial uses. <br />Portions of the Conservancy District Act are included for <br />reference in APPENDIX A. <br />The boundaries of the District are shown on Figure 1. <br />It includes all of the Routt County except the northwestern <br />corner and a small portion of Moffat County, south of the <br />Yampa River. When organized in 1966, the assessed valuation <br />of the District was $25,257,690. By 1974 the valuation had <br />increased to approximately 60 million and for 1975 the <br />valuation is $80,151,130. Rapid e�:pansion of coal mining, <br />power generation, transportation and recreation within the <br />District nakes continued growth in valuation almost a <br />certainty. <br />Present officers of the company are: <br />President: Loy Ardrey, Steamboat Springs <br />Vice President: James D. Funk, Hayden <br />Secretary-Treasurer: John Fetcher, Steamboat Springs <br />In past years the District has operated on a 0.13 mill <br />levy. For 1976, in anticipation of expenses involving <br />further development of the Yamcolo Project, the District <br />has increased it's levy to 0.7 mills. <br />' <br />Financial Status <br />' Table 3 is a summary of the actual financial statement <br />for the District for the year 1974 and estimates for 1975 <br />t and 1976. The District operates strictly on a cash basis <br />and has no indebtedness. <br />' <br />II - 1 <br />' <br />
