<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CHAPTER V: PLAN OF DEVELOPMENT <br /> <br />1.0 SITE INSPECTIONS <br /> <br />1.1 General <br /> <br />Barnes Meadow Dam and Reservoir were inspected on July 20, 1987 by <br />representatives of MKE, the City of Greeley, and the U.S. Forest Service. <br />Following the inspection, a Phase I inspection check list, similar to that <br />used by the State Engineer's Office, was completed. A copy of this inspection <br />report is included in Appendix A. At the time of the inspection, the <br />reservoir was at gage height (G.H.) 36.2, approximately five feet below the <br />service spillway crest elevation and eleven feet below the embankment crest. <br />The crest of the service spillway corresponds to true G.H. 40 (elevation 9,087 <br />M.S.L.). However, when the reservoir water surface is at the service spillway <br />crest, the gage at the dam reads 41 due to an error during installation of the <br />concrete measuring rod. The crest elevation of the dam ranges between <br />approximately 9092.5 and 9093.9, providing roughly 5.5 feet of normal <br />freeboard at the lowest point. <br /> <br />1.2 Embankment Dam <br /> <br />1.2.1 Description <br /> <br />Barnes Meadow Dam is a rolled earthfil1 structure with a maximum height of 51 <br />feet and a crest length of 1,260 feet. The 20-foot wide crest was designed to <br />be at elevation 9093.6. Surveying conducted during the site inspection <br />indicated that the crest elevation ranges from about 9092.5 to 9093.9, with an <br />average of approximately 9093.2. The embankment consists of a fairly <br />homogeneous mixture of medium dense to dense, silty sand with gravel, cobbles, <br />and occasional boulders. The downstream slope is 2H to 1V and grass covered <br />for erosion protection. A rockfil1 toe was incorporated downstream apparently <br />to enhance stabil i ty and provi de a free-drai ni ng zone. The upstream slope is <br />3H to 1V and is protected with riprap.
