For high value districts, fire flow capacities must be maintained for
10 hours; therefore, the requi red fi re flow capaciti es for 1986 and 2015 are
4.6 mgd and 5.7 mgd, respectively. When added to the maximum daily demand,
these capacities are still much less than the peak hourly demand.

Even though fire flow requirements do not control the sizing of the overall
distribution system, they do establish minimum capacities for the extremities
of the system. The City of Greeley uses population density and hydrant
spacing for determining the fire flow capacities of each distribution pipeline.

Greeley has a Class 4 fire insurance rating from the Insurance Services
Offices. The rating is based on a scale from one to ten, with Class 1 being
the highest rating possible.

2.0 WATER RIGHTS

The City of Greeley obtains its water from many sources. The major sources
include the Colorado-Big Thompson Project, direct diversion from the Cache la
Poudre River, Windy Gap Project, several irrigation and ditch companies, and
the hi gh mountai n reservoi rs on the Cache 1 a Poudre Ri ver. The Cache 1 a
Poudre reservoi rs i ncl ude Barnes Meadow, Comanche, Hourg1 ass, Peterson Lake,
Seaman, and Twin Lakes.

The water rights for Barnes Meadow Reservoir are presented on Table IV.4. The
combined decreed storage capacity is 2,349 acre-ft. The reservoir has a total
capacity of 2,349 acre-ft at gage height 40, with 72 acre-ft being reserved by
the U. S. Forest Service as a minimum pool, resulting in an active capacity of
2,277 acre-ft.

The reservoir currently operates under self-imposed restricted conditions.
The City of Greeley restricts the water level in the reservoir to a gage
height of 36 feet; no restrictions have been imposed by the Colorado State
Engineer's Office.

1231 H

-24-
