<br />. <br /> <br />PREFACE <br /> <br />. <br /> <br />In August 1988, the supplemental draft of the environmental impact statement (SDE1S) for the Rock <br />Creek/Muddy Creek Reservoir, as proposed by the Colorado River Water Conservation District, was <br />released for public comment jointly by the U.S. Forest Service and Bureau of Land Management. In <br />the SDEIS it was noted that a detailed mitigation plan addressing certain impacts to wildlife, wetland <br />habitat, and vegetation would be prepared. This document is that mitigation plan. <br /> <br />. <br /> <br />The first draft of this plan was sent to the stale and lederal agencies involved in September 1988. <br />Comments and suggestions for improvements were received at a meeting held in Denver in October <br />1988. A subsequent draft was sent out for review in January 1989. Comments on that version were <br />incorporated into the mitigation plan. <br /> <br />. <br /> <br />This mitigation plan was prepared by several members of the staff at BIOfINEST, Inc. in Logan, Utah. <br />Specifically, Mr, Bill Masslich, mitigation specialist, oversaw much of the field work during the HEP <br />analysis on the mitigation area, evaluated specific areas suitable lor irrigation, and wrote most of the <br />early drafts of the plan itself. Mr. Oliver Grah, soils/Vegetation resources section manager, prepared <br />the conservation plan for the federally listed endangered plant, Osterhout's milkvetch, and helped Mr. <br />Masslich in determining approaches used to mitigate wetland habitat impacts. Dr. Roy Hugie, wildlife <br />section manager, assisted Mr. Masslich in writing the final drafts of the plan, designing mitigation for <br />minimizing impacts to wildlife and was responsible for overall coordination of the mitigation plan. Dr. <br />Paul Holden, fisheries section manager and principal, prepared the fisheries enhancement section of <br />the mitigation plan and aided in gathering public and agency input for the plan. The staff at Resource <br />Consultant's, Inc. under the direction of Dr. Peter F.
