<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Based on an agreement between the City and Thermo, Thermo will have an <br />average day demand of approximately 1,280 gpm, or about 1.84 mgd. <br />Because of problems the City is having in reading water meters and correlating <br />metered data, it is unlikely the City wilJ have the capabilities of implementing <br />metered rates before the 1995 irrigation season. Problems include faulty meter <br />installation and computer hardware and software difficulties. The City's policy is that <br />the irrigation season is not the time to bill water customers for the first time based <br />on metered usage. City policy is that metered rates will not be implemented until <br />very late 1995 or early 1996 (at the earliest). Therefore, 1995 projections have <br />assumed the historical average per capita demand of 310 gpcd. Projections for 1996 <br />and later assume the 225 gpcd demand, as a result of metered rates being <br />implemented in early 1996. <br />Future water demands based on an average per capita demand of 310 gpcd <br />in 1995 and 225 gpcd for the years 1996 and later, the population projections <br />summarized in Table 2-2, and the watet demands of Thermo are tabulated in <br />Table 2-6. <br />(2) Annual Average Demand. The annual average demands listed in Table 2-6 <br />were calculated by multiplying the average day demands by 365 days per year. For <br />leap years, the annual average demand is based on a 366 day year. <br />(3) Maximum Month Demand. The maximum month demand will occur <br />during June, July, or August, depending on the temperature and monthly <br />precipitation. It is during these months that lawn irrigation is at its highest levels. <br />In addition, these months will be one of Thermo's peak periods because of power <br />demands created by air conditioners. <br />To calculate the maximum month, the Water Service Plan recommends the City's <br />average daily demand be assumed to be 2.1 times the average daily demand for <br />31 days. For Thermo, it was assumed the power-generating and thermal-use facilities <br />will require an average 2.0 mgd for 31 days. <br />(4) Maximum Day Demand. To calculate the maximum day demand for the <br />City, the Water Service Plan reco=ends a ratio for maximum day to average day <br />demands of 3.0. This ratio was used to calculate the values shown in Table 2-6. <br />For Thermo's maximum day demand, a consumption rate of 2.66 mgd was used <br />for the power-generating and thermal-use facilities based on the stipulations of the <br />agreement between Thermo and the City. <br /> <br />25325.100; 12107194 <br /> <br />2-15 <br />
