<br />. <br /> <br />new fabricated gate guides must be ordere~ <br /> <br />Flood Warning Program <br />A flood 'warning program w~uld be instituted under alternates A <br />and B, since the dam could fail if a flood occurred that was greater <br />than the one-half probable maximum flood. No significant capital <br />outlays would be required to i~itiate the program. The program <br />would be developed through cooperation with county and town officials. <br />It is anticipated that the flo~d warning program would include the <br />following: <br /> <br />1. Law enforcement agencies in the affected counties and towns <br />would be made aware ~f the flood potential and the need <br />for quick action if a flood is considered eminent. <br /> <br />2. <br /> <br />A list of telephone numbers would be kept by the dam care- <br />taker so that an emergency alert could be sent to law <br />enforcement officials and to resorts in the potential flood <br />plain. <br /> <br />. <br /> <br />3. The dam caretaker would be given criteria for determining <br /> <br /> <br />when a warning should be issued. A warning would be issued <br /> <br /> <br />when rainfall exceeds a specified amount or when the reservoir <br /> <br /> <br />gage height exceeds a specific level above the spillway crest <br /> <br /> <br />elevation. <br /> <br />4. If practicable, the caretaker could be supplied with a radio <br />transmitter in case telephone lines go out of service. <br /> <br />North Abutment Monitoring Program <br />In the geotechnical investigation of Rio Grande Dam, Chen and <br />Associates has determined that there may be problems with stability <br />of the north abutment. Detailed information concerning the north <br />abutment stability is provided in Appendix D. A monit~ring program <br />is recommended to gather more information about the north abutment <br />and to warn of hazardous conditions.
