<br />of structure is estimated to exceed $5,000,000. This cost is <br />~ clearly beyond the ability of the SLVID to finance or to repay <br />a long term low interest loan. A grant would be necessary to <br />accomplish the recommended dam rehabilitation. <br /> <br />12. The San Luis Valley Irrigation District should attempt to obtain <br />a state grant for a portion of the cost of dam rehabilitation. <br />Justification for the grant includes the following: <br /> <br />(a) In the past. Rio Grande Reservoir has been used by the State <br />of Colorado to store up to 29.000 acre-feet of Compact water. <br />With continued Compact administration experience, we would <br />anticipate that the full storage capacity of 52.000 acre-feet <br />would be used for Compact administrative purposes during wet <br />years with high snowmelt runoff. <br /> <br />~ <br /> <br />(b) If not required for Compact administrative purposes, the <br />stored Compact water is released with 50 percent of the water <br />delivered to the SLVID and 50 percent delivered to the other <br />Rio Grande water users in Colorado. <br /> <br />(c) In the last three years, 29,000 acre-feet was allocated to <br />the SLVID and 29.000 acre-feet was allocated to the other Rio <br />Grande water users. Without rehabilitation of the dam as <br />recommended herein, utilization of the reservoir for Compact <br />administrative purposes would be in jeopardy and the Rio <br />Grande water users would have to forego these benefits. <br /> <br />(d) Because of the unique situation of Rio Grande Reservoir <br /> <br /> <br />(pre-Compact construction and main stem Rio Grande physical <br /> <br /> <br />supply of water), the value of the Rio Grande Reservoir to <br /> <br /> <br />the State of Colorado and the water users for Compact adminis- <br /> <br /> <br />tration is apparent. There is no other comparable reservoir <br /> <br /> <br />in the San Luis Valley. <br /> <br />(e) The SLVID does not have sufficient resources to finance <br />rehabilitation of Rio Grande Dam. <br /> <br />~ <br /> <br />-9- <br />
