However, because of the erosion damages downstream of the <br /> <br />structure, the overall condition of the spillway is considered poor. <br /> <br />The outlet works for Monument Lake DQm consists of twin 16-inch pipes located at the <br /> <br /> <br />bottom of the embankment. The intakes of the pipes were not observed because they were under <br /> <br /> <br />water. A gate chamber is located in the dam crest. The gate chamber is apparently housing the <br /> <br />control valves fotthe outlet pipes, and access to the bottom of the chamber is by means of a <br /> <br /> <br />metal ladder. Because of safety concerns, we did not inspect the inside ofthe chamber. The <br /> <br /> <br />outlet pipes terminate through a masonry headwall at the downstream toe of the embankment. <br /> <br /> <br />According to the Town, the left valve cannot be completely closed, and flows inside the left pipe <br /> <br /> <br />could not be shut off. We did not operate either valve during our inspection. Based on these <br /> <br />observations, the conditions of the outlet works are considered to be very poor. <br /> <br />No instrumentation was observed in MOnument Lake Dam. The observation wells <br /> <br />installed in the embankment in 1974 by Nelson, Haley, Patterson, and Quirk were not found <br /> <br /> <br />during the inspection. <br /> <br />D. Water Demands <br /> <br />The purpose of this project is strictly limited in scope to the rehabilitation of Monument <br /> <br /> <br />Lake Dam. The reservoir is used for recreationQI purposes. The reservoir is filled and <br /> <br /> <br />maintained by snowmelt and stormwater runoff. The reservoir is maintained at the restricted <br /> <br /> <br />level by releasing water through the outlet works. The reservoir is presently not used for <br /> <br /> <br />irrigation, industrial or municipal use, and as SUch, no releases are made from the reservoir to <br /> <br />meet these types of demands. No additional water supplies will be developed in connection with <br /> <br /> <br />this project. No new or increased diversions will be made. The reservoir capacity will be <br /> <br /> <br />regained through dredging operations. The uses of the water from Monument Lake will not <br /> <br /> <br />change as a result of this project. <br />
