They established farms <br /> <br />and built homes of stone. The Rio Grande Railroad was constructed in 1871 and brought <br /> <br /> <br />commercial activity into the community. Monument became a center for shipping potatoes, <br /> <br />grain, mill products and cattle. It was first called Henry's Station. Renamed for a nearby rock <br /> <br /> <br />formation, the Town of Monument was incorporated on June 2, 1879 by public election. By the <br /> <br />year 1880, the population had grown to 200 residents. <br /> <br />Water availability has always been a major concern for the citizens of the Town. An <br /> <br /> <br />irrigation ditch was used in 1875 to deliver water to the Town. The first water system was <br /> <br /> <br />installed in 1888, supplied by a well 60 feet deep. In 1923 a second well was drilled producing <br /> <br /> <br />exceptionally pure water at a rate of 60 gallons per minute. Today Monument has more than six <br /> <br /> <br />wells, various senior surface rights, and is seeking additional water rights to purchase. <br /> <br />The Monument Reservoir was constructed between 1891 and 1893 as a State reservoir to <br /> <br /> <br />store water for irrigation and other purposes. Ice was sold from the lake in the early 1900's. <br /> <br />The Town is a statutory Town with powers oflocal self-government. This includes the right of <br /> <br /> <br />eminent domain and the power to collect taxes and fees as compensation for City services. The <br /> <br /> <br />organization, powers, and duties of the City are fully defined in the Charter of the Town. The <br /> <br /> <br />Town Charter provides that the Mayor is the chief executive officer of the Town. The Town <br /> <br /> <br />Council is the policy-making authority, and the Town Manager is appointed by the Town <br /> <br />Council, however, the Mayor and members of the Council are elected officials. By ordinance, <br /> <br /> <br />the Town can contract with other governmental entities for services or cooperative activities and <br /> <br /> <br />may enter into contracts and leases, which have been authorized by the Town Council.
