Kelton Heights Water District

We have examined the balance sheet of the Kelton Heights Water
District as of December 31, 1978 and the related statements of revenues
and expenditures and changes in financial position for the year then ended.
Our examination was made in accordance with generally accepted auditing
standards, and accordingly included such tests of the accounting records and
such other auditing procedures as we considered necessary in the circumstances.

Expenditures exceeded the budgeted amount by $5,170 and may be a
violation of the Local Government Budget Law.

As disclosed in the Summary of Significant Accounting Policies
the district does not depreciate its fixed assets. This procedure is not in
conformity with current generally accepted accounting principles.

In our opinion, the afore~entioned statements present fairly the
financial position of the Kelton Heights Water District at December 31, 1978,
and the results of operations and cnanges in financial position for the year
then ended, and except as noted above in conformity with generally accepted
accounting principles applied on a basis consistent with that of the preceding
year.
