Mr. Chandler installed the initial system of 2" line. and <br />served the residents with a well and pump system. In 1953, to assure <br />water service to the residents, the Kelton Heights Water District was <br />formed. The District purchased the entire water supply system from <br />Mr. Chandler. Eventually the system's capacity became insufficient <br />and the well and pump system was abandoned. The District then hooked <br />into the Denver Water Department (DWD) Conduit and presently purchases <br />their water from the Denver Water Department. <br /> <br />Law Under Which District is Organized <br /> <br />The Kelton Heights Water District is a governmental subdivision of the <br />State of Colorado, organized under Colorado Revised Statute 1973, <br />Title 32, Article 4, Part 1 Water a~d Sanitation Districts. <br /> <br />Powers and Authorities of District <br /> <br />Kelton Heights Water District, as a governmental subdivision of the <br />State of Colorado, is a body corporate with all the powers of a public <br />or quasi-municipal corporation. Included in these powers are; 1) the <br />right to eminent domain and authority to condemn land; 2) the <br />authority to levy and collect ad valorem taxes on and against all <br />taxable property within the District; 3) to enter into contracts and <br />agreements affecting the affairs of the District; 4) the right to exe- <br />cute a deed of trust vesting equitable title to water works in the <br />Colorado Water Conservation Board. <br /> <br />6 <br />
