"_ <br /> <br />1.1 OBJECTIVES AND SCOPE <br /> <br />The application for a loan for this project was submitted to the CWCB on September 25, 1992. <br />Approximately one week later, on October 5, 1992, the Districts and CDM met with CWCB staff to <br />discuss the status of the application and what additional work would be required for the CWCB to <br />make a determination on whether the project should be recommended' to the Board for approval at the <br />November 9-10 Board meeting. The outcome of this meeting was that additional information was <br />necessary in the following areas: <br /> <br />· Water rights and hydrology <br />· Project description with detailed cost estimate <br />· Financial analysis with details of project repayment <br /> <br />Based on the direction provided by the CWCB, this FS was conducted to evaluate the project's <br />physical and financial feasibility. In particular, this study focused on the ability of the project to meet <br />the projected raw water supply needs of the Districts, the estimated cost of the project (representing <br />the amount of the loan being requested from the CWCB), and the ability of the Districts to repay the <br />CWCB for the loan. <br /> <br />....... <br /> <br />Due to the limited time available to complete this study, information from previous studies was <br />heavily relied upon. New analyses performed during this FS concentrated primarily upon (a) <br />evaluating the Districts' water rights and planned water supply system and a hydrologic operational <br />analysis of the proposed water supply system during a representative period of record; (b) <br />development of a description of the proposed plan with preliminary engineering designs and <br />associated cost estimates; (c) description of a financial program developed for the repayment of the <br />project loan from the CWCB; and (d) preparing this report summarizing available information, <br />previous studies, and this investigation following the CWCB's guidelines to the maximum extent <br />possible. <br /> <br />1-3 <br /> <br />S9S'1fAGOSA\Sl,TXT <br />10121/92 mm <br />
