<br />~ ---...-----. ~-----.--~~. --_._ _____~_~ _..w__ <br /> <br />1.0 INTRODUCfION <br /> <br />....... <br /> <br />This report presents the results of the Feasibility Study (FS) for the Hidden Valley Reservoir and <br />Stevens Lake Dam Enlargement, a project jointly proposed by the Pagosa Area Water and Sanitation <br />District (PAWSD) and San Juan Water Conservancy District. It was prepared by Camp Dresser & <br />McKee Inc. (CDM) on behalf of the Districts, in accordance with the Colorado Water Conservation <br />Board's (CWCB) Construction Fund Loan Program Guidelines (1991). <br /> <br />....... <br /> <br />The PAWSD is a special district of the State of Colorado, organized under Title 32, Article 1, C.R.S. <br />It was formed in 1977 for the purpose of providing water and sanitation facilities and services for the <br />inhabitants of the District. The PAWSD is located entirely within Archuleta County in southwestern <br />Colorado and has an estimated 1990 service population of 5,000, The SJWCD is a political <br />subdivision of the State of Colorado, formed in 1987 to provide for the conservation of water within <br />its boundaries, to ensure the most beneficial use of water, and to encourage and assist in the <br />beneficial construction of water projects, The SJWCD encompasses a major portion of Archuleta <br />County, with a full time resident population of 8,935, which includes the service population of the <br />PAWSD. <br /> <br />,.-.. <br /> <br />Both Districts have conducted numerous studies in the past five years for the purpose of identifying <br />the short and long-term raw water needs of their service populations. Population projections indicate <br />a growth from the 1990 base of 8,935 to 23,665 people by the year 2025. The projections were <br />based on knowledge of past growth patterns, developable land areas, and developers in the area. <br />Current water supplies have been found to be generally sufficient, although supplies servicing the <br />Town of Pagosa Springs have only about eight days of raw water storage for protection during <br />periods of drought or in the event of raw water transmission line failure. <br /> <br />Previous investigations by the Districts concluded that additional raw water storage is needed to <br />protect against drought or system failures, and to provide sufficient supplies to meet the long term <br />population growth. Various alternatives for providing the additional storage have been investigated, <br />with the selection of enlarging the dam at Stevens Lake coupled with the construction of a new <br />reservoir at Hidden Valley representing the most viable option, A general location map of the project <br />is provided as Figure 1-1. <br /> <br />1-1 <br /> <br />S95\PAGOSA\SI.TXT <br />10127/92 mm <br />
