Authority exists in the law, and funds have been budgeted, appropriated and otherwise <br />made available and a sufficient unencumbered balance thereof remains available for <br />payment in Fund Number 424, Organization YYYY, Appropriation A60, GBl TAMA, <br />Program WTRC, Object Code 5120, Reporting Category 3801, Contract Encumbrance <br />Number C153801. <br /> <br />B. Required approval, clearance, and coordination have been accomplished from and with <br />appropriate agencies. <br /> <br />C. The GRANTEE is a nonprofit corporation organized under Articles 20 to 29 of Title 7, <br />C.R.S. (1986 and Supp. 1996), located in logan County, State of Colorado. The <br />GRANTEE is organized for the purpose of studying, demonstrating and developing <br />opportunities, locations, methods, criteria and other pertinent facts for diverting, storing <br />and using water in the lower South Platte River basin in Colorado under the provisions of <br />the South Platte River Compact. <br /> <br />D. The GRANTEE applied to the STATE for a grant in the amount of $300,000: $240,000 to be <br />used to construct the Tamarack Project which is described in more detail in the Scope of <br />Services and is hereinafter referred to as the PROJECT, and $60,000 to continue with <br />other groundwater demonstration projects in the lower South Platte River Basin <br />(Amendment NO.1 to Grant Contract C153735, dated August 15, 1996). The grantee <br />will contribute $20,000 in cash, and $75,000 of in-kind services toward the PROJECT and <br />the demonstration projects. The Tamarack PROJECT shall cost approximately $1.2 <br />million. <br /> <br />E. The CWCB approved the grant at its November 25, 1996 Board meeting.
