<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />INTRODUCTION - STUDY OBJECTIVE <br /> <br />Jackson lake Reservoir and Irrigation Company (Company) owns and operates <br />the Jackson Lake Reservoir Dam and Reservoir. The existing dam structure was <br />originally constructed around 1901 and 1902. The existing upstream wave and erosion <br />protection facing consists of several layers of cast-in-place concrete slabs, the oldest of <br />which date from about 1912. No comprehensive repair of the dam has occurred since <br />construction of the dam, and the repair and maintenance has historically been limited to <br />covering portions of the concrete slabs with additional concrete slabs. The slabs have <br />deteriorated over the years, and current maintenance is just keeping up with the rate of <br />deterioration. The Office of the State Engineer has expressed concerns about the <br />integrity of the existing concrete facing and degree of maintenance required for the <br />upstream slope facing. Because of the above, the Board of Directors of Jackson Lake <br />Reservoir and Irrigation Company desire to repair the upstream slope of the dam to <br />increase the overall safety of the dam embankment by increasing the safety and <br />integrity of the upstream facing. <br /> <br />A loan to the Company in the amount of $1.0 million for the project was <br />approved by the CWCB in 1993 and authorized by the Colorl!,cjo legisll!ture in 1994. A <br />condition of Board approval was a review of the Company's financial condition and <br />ability to repay the loan. The purpose of this study is to provide the Colorado Water <br />Conservation Board with an updated feasibility study and financial analysis for the 1994 <br />authorization. <br /> <br />In this study are developed several feasible alternatives for repair of the <br />upstream slope facing, and through economic and life-cycle analyses select the best <br />alternative for repair of the slope facing. <br /> <br />1 <br />
