Lile, Director <br />Colorado Water Conservation Board <br />721 Centennial Building <br />1313 Sherman Street <br />Denver, CO 80203 <br /> <br />Subject: Emergency Canal Repair <br /> <br />Dear Chuck: <br /> <br />The Board of Directors of the Mancos Water Conservancy Dislrict (the Dislrict) <br />are asking for your financial help in repairing the Jackson Gulch ReseIVOir Inlet Canal. <br /> <br />Let me give you a brief histoty of the project and inlet canal: The Mancos Project <br />was consllucted in the late 1940's by the Bureau of Reclamalion. The Dislrict took over <br />operation and maintenance in 1963. Since then, the Dislrict has instaI1ed a new West <br />Mancos Diversion to increase efficiency of water delivery to the reservoir. We have also <br />been constIUcling and placing cement lids over the concrete flume areas of the inlet canal <br />protec1ing the flume from des1ruc1ion by rock and/or mud slides. This was done in <br />cooperation with the Bureau ofReclamalion. <br /> <br />e <br /> <br />Not all the canal is concrete flume. A section of the earthen canal that is presently <br />sliding appeared in the early spring of 1994 and was inspected by the Dislrict and the <br />Bureau at that time. It was thought to be caused by the weather conditions of that <br />particular year and season. Back-filling the crack with a blade was recommended and done <br />shortly thereafter. During the spring of 1995, the crack appeared again but with a drop of <br />about 5 -7" and an opening of 4 - 5" of unknown depth. This was again inspected by the <br />Dislrict and Bureau with the recommendation to pardy excavate the canal bank. The <br />material was compacted back into place and a geotex1ile blanket was placed against the <br />excavated bank for extra s1rength. Early summer - 1996 - has shown that the 1995 repair <br />didn't work. We were able to :fill the reservoir and, due to the exfremely dry year, were <br />able to maintain a flow throughout the summer months. <br /> <br />Preparation and grOlmd won was done for a repair in the early fall of this year. A <br />heavy rain passed through at this time and in an effort to capture the rtUl-<lff for the <br />reservoir, it became apparent that the planned repair would not stop the slide and that this <br />was now a major problem. e <br />
