This letter is submitted in accordance with the proposal
for a design review of the Yamcolo Reservoir Project, a proposal
by International Engineering Co., Inc., of July, 1978 to the
Department of Natural Resources, State of Colorado, and covers
Phase I, Geology Review. The geologic review has been completed
and it is concluded that there ire no geologic problems to the
Yamcolo Reservoir and dam that would not be mitigated following
standard engineering practices.

The Yamcolo Reservoir and dam site on the Bear River chiefly
in section 15, T. 1 N" R, 86 W" northeastern Garfield County,
Colorado, were visited on August 22 and 23, 1978, The purpose
of the visit was to study the geology of, the area and to view the
test pits that had been, and were being dug, in the left and right
abutments of the proposed dam. Brief conferences were held at
this time with Bruce Marvin of Western Engineers, Inc., and ~ay
A. Olson, Consulting Geologist, Available for review prior to
the visit to the site were the following documents:
