Mr. Nick Ioannides -2- September 11, 1978 As these documents were in preliminary form, it is recognized that some of the recommendations made in this review may already have been adopted. To expedite the overall review process, our comments in draft form were forwarded to Mr. Ed Currier of Western Engineers and to Mr. John Fetcher of the Upper Yampa Water Conservancy District, as well as to you. In addition, brief conferences were held with representatives of Western Engineers before, during, and after the site inspection, The format of this report follows that of the scope of services included in the contract. Phase I consists of Dr. Robinson's geologic report and engin- eering conclusions which we have drawn from it. Phase II consists of our evaluation of the dam design and specifications with emphasis upon long-term stability of the abutments, foundation, and shoreline. Phase III summarizes construction-related provisions of the contract documents where we feel modifications would facilitate both bidding and construction. The objective here is reduced cost and time requirements without sacrificing quality, To facilitate review of this report, the appendix includes plan and section views of the dam (Figures 1 and 2) and a sketch of proposed modifications (Figure 3).
