In turn, appropriate
analyses of alternative reservoir operations shall be performed
to reflect such a range of assumptions. The effects of such
alternative assumptions on the yield of reservoirs shall he
analyzed.

The study shall not include evaluations of financial
feasibility, economic justification (i.e.. a cost-benefit
analysis), or the recreational, environmental, social, or
cultural impacts of the project, be they beneficial or adverse.

The Consultant obtained shall make every possible use of
existing data and information before performing any original data
collection, analyses, or field work. Field work (general site
inspections, soils sampling and testing, geologic investigations,
etc.), if required at all, shall be minimized.

Funding and Scheduling

The cost of the study shall be negotiated between the
Contractor and the Consultant, subject to the approval of the
CWCS, but shall not exceed SlOO.OOO. All personnel, operating,
overhead, and travel costs of the Consultant must be within the
negotiated amount.

The Consultant selected must be able to initiate work
immediately upon the execution and final approval of a contract

-2-
