Iile, P E. <br />Director, CWCB <br /> <br />Mr, Clifford Reid <br />Deweese-Dye Ditch and Reservoir Company <br />163 I Chestnut Street <br />Canon City, CO 81212 <br />RE: Feasibility Study Scope of Work <br /> <br />Dear Mr, Reid: <br /> <br />Per our telephone conversation of last Friday, I have reviewed the scope of work in the GEl letler of <br />December 22, 1995 to Honey Moschetli and have noted that the scope of work does not meet all of <br />the feasibility study requirements in the Guidelines for Financial Assistance through the Colorado <br />Water Conservation Board Construction Fund. <br /> <br />In particular, the scope of work should include: <br /> <br />A description of the DeWeese-Dye Ditch & Reservoir Company as outlined on pages 21 through <br />23 of the Guidelines, <br /> <br />A description of the selected alternative as outlined on pages 25 through 27 of the Guidelines, <br /> <br />A detailed financial plan for the project to include the existing financial condition of the <br />Company, sources of funding for the project (in addition to a CWCB Construction Fund loan), <br />projected revenues and expenditures over the period of debt retirement, and the financial impact <br />of the project on shareholders, and <br /> <br />A discussion of permitting, contracts, court actions and any other legal/institutional <br />requirements for project implementation. <br /> <br />Finally, I would also suggest that the consultant include a time chart and a budget by work task in <br />the proposal. <br /> <br />It is my understanding that the Company will make a decision regarding the feasibility study after <br />reviewing the results of the core drilling program. We would be happy to present your request for a <br />feasibility study loan to the Colorado Water Conservation Board at such time as you and your Board <br />wish to proceed. <br />
