Lile, PE <br />Director, eWeB <br /> <br />FROM: <br /> <br />DATE: Feb, 21, 1997 <br /> <br />SUBJECT: GEl Feasibility Report <br /> <br />I have reviewed the Feb, 1997 draft of the GEl Feasibility Reportfor Dam Safety Modifications <br />for DeWeese Dam and have the following comments: <br /> <br />1. In general, the report is well writTen and does a good job of describing the alternatives for <br />rehabilitation of the dam and providing a logical set of conclusion and recommendations, <br /> <br />2, On page 5, under Description of the Reservoir Company, it would be worthwhile to add some <br />information in the third paragraph on the yield of the DeWeese-Dye system in terms of acre-feet <br />per year for average, minimum, and maximum conditions based on the information in the tables, <br />Also the average yield per share should be given. The typical method ofreservoir operation <br />should also be described, All ofthese items could be discussed in this part of the report or <br />possibly under WATER SUPPLY on page 7, <br /> <br />3, The fourth paragraph on page 5 beginning with "The DeWeese-Dye Ditch and Reservoir <br />Company continues to have,.." could be expanded 10 describe the types of crops grown and any <br />other information to indicate the importance of the crop production to the local and regional <br />economy, This might betTer fit under Service Area on the following page. <br /> <br />4, Under WATER RIGHTS on page 7, the question of priority dates should be explained in <br />terms of appropriation and adjudication dates per the discussion at the meeting on Feb, 20 in <br />Brookside, <br /> <br />5, For the No-Action Alternative on page 15, a paragraph could be added for a discussion of the <br />consequences of dam failure. In the same part of the report, it would also be helpful to discuss <br />the potential value of the roughly 2,400 acre-feet of average annual system yield atTributable to <br />reservoir storage, Even with some fairly conservative assumptions for the capital cost or the <br />annual cosl ofthe water, it looks as if the value of the water exceeds the cost of the project. <br />
