<br />and maintenance of the turbine and safety features required for successful <br />installation would not be economically feasible at the present five year <br />average of "avoided costs" as prescribed by the Public Utilities Commission <br />of 17.4 mills per KWH. <br /> <br />A by-pass would be installed around the turbine to relieve excess head <br />and water in order that the turbine would only receive sufficient head and <br />water to generate 15 Kw. The by-pass would also be used during periods of <br />maintenance or repair of the turbine. The potential generating capacity of <br />15 Kw, which is lost through the by-pass, is only potential generating <br />capacity that would be lost during times of peak flows. During periods of <br />normal flow there would be no flow of water through the by-pass. <br /> <br />Using Energy Impact Funds the Town of Hotchkiss installed 2,900 lineal <br />feet of 8" pipe from point A to point B as shown on Exhibit B, the line has <br />a total carryi.ng capacity of 3,000 GPM (6.7 cfs). <br /> <br />3 <br />
