<br />. <br /> <br />. <br /> <br />RECOMMENDATIONS AND CONCLUSIONS <br /> <br />In reviewing the recommendations o~ the 1976 Water Supply Master Plan <br />Report ~or the Town o~ Hotchkiss, analyzing the existing treated water <br />transmission ~acilities, and recognizing the availability of the potential <br />of the hydroelectric power generation it is recommended that the Town of <br />Hotchkiss pass a resolution in requesting a loan from the Colorado Water <br />Conservation Board in the amount of $55,500.00 to be repaid over a 30 year <br />period with an interest rate of 4% and a loan and grant totaling $35,275.00 <br />for the construction of the hydroelectric plant. <br /> <br />The transmission of the treated water transmission line from the water <br />treatment plant to the 0.4 MG clear water storage has deteriorated to the <br />point where immediate action must be taken to replace the bottom 4,000 feet <br />of lead caulked cast iron pipe. The harnessing and utilization of the energy <br />potential of the raw water transmission line is innovative and in keeping <br />with our nation's need to conserve energy. The potential to generate a <br />minimum of 15 Kw of electrical power should not be overlooked and the <br />construction and successful operation of a hydroelectric generating unit <br />will set an example for other water users that are presently wasting potential <br />energy. <br /> <br />. <br /> <br />In conclusion, the total replacement of the treated water transmission <br />line from the water treatment plant to the 0.4 MG clear water storage is <br />recommended for construction in three segments, with the first segment taking <br />place immediately. The Town of Hotchkiss should continue to review their <br />finances and needs and replace the other two segments as finances become <br />available. Immediately after the replacement of the treated water transmission <br />line from the water treatment plant to the 0.4 MG clear water storage an <br />annual replacement and maintenance of the raw water line should be considered. <br />The raw water flow line is also in a deteriorating condition but it is <br />estimated that the total replacement of the raw water line should not be <br />required for the next 10 years. <br /> <br />8 <br /> <br />, <br />
