<br />I <br />I <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br /> <br />. <br /> <br />WBLA Inc. <br /> <br />October 30. 1989 <br /> <br />Mr. Bruce Baumganner <br />Summit County Manager <br />P,O.Box 68 <br />Breckenridge, CO 80424 <br /> <br />Dear Bruce: <br /> <br />We are pleased to submit herewith our final repon on the Summit County Small Reservoir <br />Feasibility Study incorporating the review comments you provided in September. <br /> <br />The study evaluated the ability of current and proposed water exchanges to meet the existing <br />and ultimate water demands in the County over a range of hydrologic conditions, The study also <br />assessed the effects of these exchanges on instream flow conditions in stream reaches of importance for <br />their ecological and recreational value and on reservoir levels important to the County's recreation. <br />based economy. <br /> <br />Based on the study findings. we have concluded that existing water rights. facilities and <br />operating agreements, including the Summit County Agreement. are largely adequate to provide water <br />supplies for the ultimate demands of most County water users while. at the same time. meeting <br />negotiated instream flow objectives. Some minor reallocation of Summit County subordination water <br />among users above Dillon Reservoir should be considered and contractors for water from the Green <br />Mountain Reservoir Sales Pool should anticipate infrequent and relatively minor shortages in that <br />exchange source, <br /> <br />The study did identify the potential need for a new water storage facility in the upper Snake <br />River basin to eliminate some minor shorrages to future snowmaking water demands, to enhance <br />instream flow conditions in the Snake River, and to help alleviate water quality problems associated with <br />mine drainage. Existing storage facilities and water rights above Dillon Reservoir could. under <br />agreements with the entities owning them, be operated to alleviate nearly all other future water demand <br />shortfalls and instream flow deficiencies. <br /> <br />We believe that you will find the study report to be of lasting value for its detailed and <br />comprehensive examination of present and future water supply conditions in Summit County. In <br />addition, the hydrologic computer model of the basin, which was developed as pan of the study, will <br />suppon continued water resource planning activities in the County into the future. <br /> <br />This study has been a challenging and rewarding project for us, and we appreciate having had <br />the opportunity to undenake it.
