The design flow needed to serve such purposes
would be:

404 af x 1.50 = 0.84 cfs
724 af /cfs/yr

The combination of these peaks results in a design flow of 2.50 cfs. It is
proposed that the desi gn flow of the pi pel i ne be narrowed to a range of
discharges between 2.5 cfs and 3.0 cfs. Subsequent alternatives and cost
comparisons will be developed for each of these two flows to determine hO\~
cost-sensitive the pipeline is to the maximum flow.

As a further confi rmati on that both of these flow rates coul d del i ver the
annual 1,000 af water right we offer the following comparison:

-------------------------------------------------------------------------------
-------------------------------------------------------------------------------

Table 3.3
Flow/Volumetric Comparison

Flow
(cfs)

1.38
2.5
3.0

Volume Based on Constant
Flow All Year
(af)

1,000
1,805
2,156

365
202
168

Number of Days at Same
Rate to Deliver 1000 af

-------------------------------------------------------------------------------
-------------------------------------------------------------------------------

3.3.1 Fire-Flows and Related Storage

Fire-flow capabilities among municipalities vary tremendously and although
there are design guidelines, the design criteria are not mandatory. Failure
to provide a sufficient fire-flow rate with well-distributed fire hydrants and
mains to deliver the flow may result in higher insurance rates for COl1Jnunity
and residential property. The American Water Works Association (AWWA, 1962)
published recommendations of fire-flow capabilities for average municipalities
based on population.
