I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
i I
I

Recent use records indicate a Towaoc water use rate averaging only 94 gpcd,
which is abnonnally low for western towns. Many factors influence usage
rates, such as land use and climate. Towaoc currently has relatively little
landscaping or lawns to require substantial outside irrigation. It is
expected that outside irrigation in Towaoc will increase as an additional finn
water supply becomes available. Consequently, designing on the basis of the
present 94 gpcd is not advisable. Therefore, average usages for other
muni ci pal i ti es have been i nvesti gated in an attempt to detenni ne an
appropriate usage for design.

A study by Hughes and Gross (1979) for municipalities in the State of Utah
(some of which have climates similar to that of Towaoc) proposed methodologies
for estimating average demands for towns having different degrees of outside
water usage. Their study estimates that for a town having very small
landscaped areas, the average demand would be approximately 74 gpcd less than
a town having a moderate amount of landscaping. If it is assummed that Towaoc
currently fits into the very small 1 andscaped area category, but eventually
wi 11 change to a moderate amount of 1 and scapi ng, the future average usage
could climb by 74 gpcd, thus reaching 168 gpcd.

Considering the various recommendations presented above, an average usage rate
of 200 gpcd has been adopte>! for use in annual water demand projections for
thi s study.

Figure 2.2 illustrates how the total annual water demand will rise with time
for the two population growth rates examine>!. In this figure, it has been
assumed that the increase in the average annual use rate from the present
94 gpcd to 200 gpcd will occur unifonnly over the next twenty-three years (to
year 201 0). Usi ng these assumed usage rates and al so assumi ng that Towaoc
grows at an average annual rate of between one and two percent, Fi gure 2.2
shows that the 1,000 af allocation will provide the Town of Towaoc with an
adequate municipal supply until some time between year 2047 and 2110.

2-5

1059c
