<br />I <br />I <br />I <br />I <br />I I <br />I <br />I <br />I I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />:1 <br /> <br />1.2 Project Authorization <br /> <br />In the 1986 session of the Colorado legislature, Senate Bill 27 was passed to <br />provi de funds for the Colorado Water Conservati on Board (CWCB) to expend in <br />the settlement of the Tribe's reserved water rights claims on certain <br />tributaries of the San Juan River. <br /> <br />During the summer of 1987, CWCB requested, received, and evaluated proposals <br />from engineering consulting firms for the feasibility study, design, right-of- <br />way acquisition, and construction management of the Towaoc Municipal Project. <br />Iiorri son-Knudsen Engi neers, Inc. (MKE) was sel ected to provi de the necessary <br />engi neeri ng servi ces to CWCB. Contract No. 88033, executed by CWCB wi th MKE <br />and dated August 20, 1987, authorizes initiation of the feasibility study. <br /> <br />1 . 3 Scope <br /> <br />The objecti ve of the feasi bi 1 i ty stutly for the Towaoc pi pel i ne is to formul ate <br />and compare alternative alignments, determine suitable types of pioe, select <br />the requi red pi pe si ze, determi ne the need and si ze of termi nal storal1e, <br />prepare a project cost estimate, and make recommendations of the facilities to <br />be includetl in the final project. The feasibility analysis also includes <br />evaluating the water distribution system within the Town of Towaoc anti <br />descri bi ng potenti al improvements. Estimated costs of certai n Towaoc <br />municipal improvements for possible inclusion in the project are also <br />presented. <br /> <br />Seven tasks were i ncl uded in the scope of work for the feasi bil ity <br />evaluation. The tasks are as follows: <br /> <br />1. Evaluate alignments and right-of-way requirements; <br />2. Prepare geologic mapping; <br />3. Evaluate potential improvements to the Towaoc municipal system; <br />4. Prepare preliminary pipeline designs; <br />5. Prepare project cost estimates; <br />6.
