During any period in which any of the project works <br /> <br />are operated and maintained by the United States, such fund shall be available <br /> <br />for like use by the United States. At the option of the Contractor, the <br /> <br />reserve fund may be invested to the extent permitted by law, provided that <br /> <br />such reserve fund may be made ~vailable,within a reasonable time to meet the <br /> <br />expenses for the purpose for which it was accumulated: Provided, That said <br /> <br />fund and the annual installments may be adjusted in accordance with Contract <br /> <br />No. Ilr-1530 between the Contractor and the United States to reflect the addi- <br /> <br />tion, deletion, or changes in project' facilities and operation and maintenance <br /> <br />costs not contemplated when this contract was executed. If the total fund <br /> <br />requirement and annual installments are adjusted downward, the difference <br /> <br />between the $140,000 deposit required by this article and the newly adjusted <br /> <br />deposit requirement shall be applied toward retiring this contract. <br /> <br />COMPLIANCE WITH RULES AND P~GULATIONS <br /> <br />13. The Secretary may from time to ,time promulgate rules and regulations <br />to implement the Reclamation Laws. The Contractor agrees to abide by such <br />final rules and regulations lawfully adopted. This contract is subject to all <br />such lawful rules and regulations now or hereafter in force when not inconsis- <br />tent with any express and specific provisions herein. Such rules and rey,ulations <br />are and shall be made a part of this contract. This requirement shall be <br />incorporated in all recordable contracts executed pursuant to this contract. <br /> <br />GENERAL OBLIGATION - BENEFITS CONDITIONED UPON PAYMENT <br /> <br />14. (a) The obligation of the Contractor to pay the United States as <br />provided in this contract is a general obligation of the Contractor notwith- <br />standing the manner in which the obligation may be distributed among the <br />Contractor's water users and notwithstanding the default of individual water <br />users in their obligations to the Contractor. <br /> <br />15 <br /> <br />Articles 12, 13, and 14 <br />
