During any period in which any of the project works are operated and maintained by the United States, such fund shall be available for like use by the United States. At the option of the Contractor, the reserve fund may be invested to the extent permitted by law, provided that such reserve fund may be made ~vailable,within a reasonable time to meet the expenses for the purpose for which it was accumulated: Provided, That said fund and the annual installments may be adjusted in accordance with Contract No. Ilr-1530 between the Contractor and the United States to reflect the addi- tion, deletion, or changes in project' facilities and operation and maintenance costs not contemplated when this contract was executed. If the total fund requirement and annual installments are adjusted downward, the difference between the $140,000 deposit required by this article and the newly adjusted deposit requirement shall be applied toward retiring this contract. COMPLIANCE WITH RULES AND P~GULATIONS 13. The Secretary may from time to ,time promulgate rules and regulations to implement the Reclamation Laws. The Contractor agrees to abide by such final rules and regulations lawfully adopted. This contract is subject to all such lawful rules and regulations now or hereafter in force when not inconsis- tent with any express and specific provisions herein. Such rules and rey,ulations are and shall be made a part of this contract. This requirement shall be incorporated in all recordable contracts executed pursuant to this contract. GENERAL OBLIGATION - BENEFITS CONDITIONED UPON PAYMENT 14. (a) The obligation of the Contractor to pay the United States as provided in this contract is a general obligation of the Contractor notwith- standing the manner in which the obligation may be distributed among the Contractor's water users and notwithstanding the default of individual water users in their obligations to the Contractor. 15 Articles 12, 13, and 14
