This estimated population is based on
the present number of water taps and their type of service. In other words,
at the beginning of 1978, approximately 231 residences, 58 apartments, 29
trailers in Town and 56 trailers out of Town were provided water service.
Considering that there were three persons per residence and two persons per
apartment and trailer, the total served population of 975 was developed.
The number of taps to the water system has been increasing at an average
rate of six per year or approximately 18 more people per year are served.
The eventual development of the Kaibab and Val Moritz .properties should
increase this rate of growth. However, it is anticipated that some of the
potential 300 employees in the Kaibab light industrial complex and those
involved in the Val Moritz development will live elsewhere, other than the
Town of Granby.
At the present growth rate of two percent per year, in the year 2000
the population served by the water facilities will be 1500 people. At a
three percent growth rate, the 2000 population would be 1900; and at a four
percent growth rate, the population in the year 2000 would be 2300. For the
purposes of this report, a growth rate of three percent per year will be
assumed which is 1 1/2 times the present growth because of the previous
mentioned potential developments within the vinicity.
Water supply, treatment, distribution and storage facilities are normally
designed to accommodate an anticipated growth for a period of about 20 years.
Because of the ever increasing time lag between initial planning and full
operation, we believe that the design period should be extended a few years
to the year 2000. Therefore, the projected population of the year 2000

11-4
