The objectives of this scope of work are as follows:

1. To develop data, enhance and apply an existing consumptive use model, StateCU, to the
South Platte and North Platte River Basins that interacts with the State's central database
(HydroBase) and other SPDSS planning tools.
2. To develop data, enhance and apply an existing water budget model, StateWB, to the South
Platte and North Platte River Basins that interacts with the State's central database
(HydroBase) and other SPDSS planning tools.
3. To coordinate and share the Consumptive Use and Water Budget investigations with water
users, the State and other SPDSS contractors.

Table 1 lists the Phase I and Phase 2 activities that have been identified in the SPDSS Feasibility
Study (October 2001) to achieve these goals. The tasks will be performed by the Consumptive
Use and Water Budget Contractor, Leonard Rice Engineers, Inc. Task numbers listed in the
scope of work relate to the task numbers given to the entire SPDSS task items, shown in Table 1.
Note that the SPDSS Feasibility Study tasks shown in Table 1 were based on a data collection
phase being completed under separate funding from subsequent phases. The data collection
phase was subsequently combined with other phases, therefore, several of the tasks have been
combined in the following scope. As shown in Table 1, several of the tasks extend to Phase 3.

SPDSS Consumptive Use and Water Budget Component

9
