Dear John,

The enclosed infonnation has finally been assembled for your review. The last piece of info,
copies of the Corp of Engineers letters indicating updated permit approval, arrived yesterday via
Arber Engineering by facsimile.

Additionally, I spoke with Ned Biggs this morning again about the parity lien. He indicated that
he can deliver it to me in the morning; if so, I'll include it in this packet.

In response to your puncWist:

Item:

1. Enclosed is the most recent schedule revision from Arber (memo dated August 6, 1996
with revision noted on 9/16/96). Additionally, you should know that we are planning to
drain the reservoir next week in preparation for the valve replacement. Embodied in their
memo are some of the other alternatives considered for these projects. Let me know if
they are sufficient. I would add that no action was an option in both instances, yet only
until the words were spoken.

2. Included is an engineering report from the State Engineer.

3. Enclosed are partial site plans of the auxiliary intake and of the reservoir control gate
(valve)...both submitted by Arber Engineering.

4. Ned Biggs parity lien; if not enclosed, expect it early next week.
