This Feasibility Study concerns Emergency repairs to the following facilities owned by the
City of Idaho Springs (the City):

1. The outlet valve on the Idaho Springs (Chicago Creek) Reservoir.

2. The raw water intake on Chicago Creek.

These facilities were damaged in summer 1995, and the City applied for an Emergency
Loan in fall 1995.

The Colorado Water Conservation Board (CWeB) approved an Emergency loan for these
repairs on November 7, 1995, subject to completion of a Feasibility Study. The City
submitted a Feasibility Study July 12, 1996, and backup information October 3, 1996.
The City's Study is included in Appendix A.

I have gathered relevant information for this project, and organized it into separate
Appendices, as listed on the following page. The standard CWCB Feasibility Study format
starts on page 1, and is presented in outline form. Refer to the major paragraph headings
and determine the location of information on that subject, in the Appendices.
